Draft Coffs Harbour Development Control Plan 2015 – Amendment No 38 (Laneways)

Council at its Ordinary meeting of 8 February 2024 resolved to publicly exhibit draft amendments to Coffs Harbour Development Control Plan (DCP) 2015 to provide development controls that aim to support and achieve the objectives of the draft Laneways Policy and to contribute to the public realm and respond to and initiate laneway activation and development.

The proposed DCP amendment will implement actions to help activate laneways and stimulate development with them. The draft DCP amendment includes changes to existing controls and the inclusion of new controls that aim to achieve:

  • activation of commercial areas;
  • facilitation of infill development;
  • enabling safer spaces for people to walk and cycle;
  • providing a shared function of laneways with motor vehicles; and
  • improving the overall connectivity of key infill areas.

The exhibition period is from 12 February 2024 to the close of business on 24 March 2024. The draft DCP amendment can be viewed online on Council’s Have Your Say Page: haveyoursay.coffsharbour.nsw.gov.au where online submissions can also be made. Council is committed to openness and transparency in its decision-making processes. The Government Information (Public Access) Act 2009 requires Council to provide public access to information held unless there are overriding public interest considerations against disclosure. Any submissions received will be made publicly available unless the writer can demonstrate that the release of part or all of the information would not be in the public interest. However, Council would be obliged to release information as required by court order or other specific law.

Written submissions must be accompanied, where relevant, by a “Disclosure Statement of Political Donations and Gifts” in accordance with the provisions of the Local Government and Planning Legislation Amendment (Political Donations) Act 2008 No. 44.
