Tenders, quotations and expressions of interest
Our Procurement Policy sets out our purchasing principles, objectives and methodologies.
The standards of behaviour for our staff and suppliers in procurement are set down in our Code of Conduct and Statement of Business Ethics.
Depending on the value of goods, works or services, we are required to use different methods of procurement to ensure legislative compliance.
All prices on this page are GST inclusive, unless noted otherwise.
Less than $250,000: Quotations
Written quotations will be sought when there is no existing contract in place, or where the value of procurement is over $5,000 including GST. For procurements above this value, quotations can be sourced from a single supplier or multiple suppliers in accordance with the City's Procurement Policy. Open quotations (i.e. open to the public) can also be used to source quotations. The following minimum quotation requirements (inc. GST) apply:
- Up to $5,000: written quotations not required
- $5,001 to $10k: one invited written quotation, unless sourcing is from a preferred supplier on Council's supplier register then no quotes required to be obtained
- $10,001 to $100k: minimum of three (3) invited written quotations.
- $100,001 to $249,999: Three (3) documented written quotations or a formal request for Quotation (RFQ) process, at the directorates discretion which can be private invite or publicly advertised to the open market.
$250,000 and above: Tenders
Public tenders will be invited for purchases over a $250,000 including GST threshold (unless exempt from tendering under Section 55 of the NSW Local Government Act 1993 Amendment of Local Government Act 1993 No 30 - Schedule 1). We will do so in accordance with the NSW Local Government (General) Regulation 2021, Part 7. This threshold is increased to $500,000 including GST in the event sourcing is required as part of a response to a declared natural disaster
Tenders may either be open to the public or invited from a select number of applicants following either a public request for Expressions of Interest (EOI) or by a prior resolution of Council.
We may also access the goods and services of successful tenderers through collaborative arrangements with tendering entities such as State Government Contracts (NSW Procurepoint), Local Government Procurement (LGP), Regional Procurement or Procurement Australia.

TenderLink speeds up the tendering cycle and reduces the costs of tendering for you and for the City. Once you become a registered supplier on TenderLink (register below) you will be able to:
- receive an email notification of any new tenders we publish
- download and view documentation electronically
- participate in Forums to seek clarification or ask questions
- lodge your Tenders with Council electronically
Forum Q&A will be emailed to all organisations who have downloaded tender documents.
Hardcopy tender documents are no longer available, and tender responses must be lodged electronically via the TenderLink portal.

Evaluation of quotations and tenders
The City evaluates all responses to formal Request for Quotation and Requests for Tender using a set of evaluation criteria specified in the request documentation to determine which offer, having regard to all the circumstances, appears to be the most advantageous. Your response to these criteria will be evaluated in accordance with our Procurement Policy. To support your offer, please fully complete all returnable schedules in the format provided in the request document and submit this to the City on or before the specified closing date and time.
How we advise successful tenders and quotations
If you are successful with your tender or quotation, you will be advised via a Letter of Acceptance from the City. You may be required to supply various documentation before works can start such as registration with BNG Conserve, safety, environmental and traffic management plans, safe working method statement (SWMS), and contract Security.
If you are successful with your quotation you will also be advised of a Purchase Order number at which time you can commence the supply of goods, works or services to the City.

Public disclosure of tenders and contracts
Details of awarded tenders are made publicly available on the City's Pending and awarded tenders page as soon as practicable after an award of Tender has been made. This also applies to tenders which, by resolution, have not been accepted for a proposed contract.
The City undertakes to notify all successful and unsuccessful proponents for each tender in writing as soon as possible after an award has been made.
