Plumbing and drainage applications

When creating or amending sewer connections or on site sewage management systems (OSSM), plumbers and drainers need to notify City of Coffs Harbour at least 2 days prior to commencing work. Within 2 days of completing work, they need to submit a sewer service diagram, a certificate of compliance and book an inspection.

Step 1.Prior to starting work notify us

This is a NSW Fair Trading form - please note the sewerage/water service inspection fees do not apply within our local government area.

Step 2.When work is complete submit certificate and diagram

Within 2 days of completing work a licensed plumber and drainer must provide the property owner and us:

There are no fees for lodging these documents.

This documentation provides an important record of the completed works and details of the responsible plumber. It is usually sought when a property is sold or renovated and most importantly when undertaking investigation work to assist with system failures. 

The failure to submit the required documentation may result in compliance and enforcement action being taken against the approval holder and the responsible plumber.

Step 3.Book an inspection

We inspect the work to make sure it meets the relevant standards. To check the fees see our fees and charges.

Inspections must be booked for the following works prior to covering or backfilling:

  • All external drainage including the point of connection to Council's sewer
  • All drainage (internal and external) including trade waste
  • Work that did not comply with an earlier inspection
  • Sealing of disused services (water and sewer)
  • Final inspection at the completion of work and prior to premises being occupied

Call Customer Service 02) 6648 4000 no later than 4.30pm the day before your desired inspection date and have your approval number handy. 

Inspections can be booked Monday to Friday. You will be given either an AM booking (10.30am to 12.30pm) or a PM booking (1.30PM to 3.30PM).

If you fail to comply

City of Coffs Harbour is responsible for the regulation of plumbing and drainage works undertaken within the Coffs Harbour Local Government Area.

Failure to comply with the approval process is an offence under the Local Government Act, the Plumbing and Drainage Act and associated Regulations and may result in compliance action, including fines.
