The City of Coffs Harbour is partnering with the NSW Government in a $10.5 million critical infrastructure project to raise road and bridge levels on North Boambee Road (West Valley) above the one-in-100-year flood levels. Aside from improving road safety and ensuring (emergency) access in all conditions, the project will also unlock the potential for hundreds of new homes in North Boambee Valley – supporting long-term housing supply in our region.  

The proposed project site area is the bridge and section of North Boambee Road located near Highlander Drive and extending west/south-west. 

Following detailed planning, community consultation and design, construction is scheduled to commence in December 2025 and is expected to be completed by June 2027, weather permitting.

  • Road surface raising  

  • Construction of a new raised two-way bridge 

  • Pedestrian access improvements 

  • Drainage and flood resilience upgrades 

What to expect during construction

Traffic changes:  
North Boambee Road will operate under a reduced 40km/h speed limit throughout the construction period. A one-lane traffic system and detour routes will be in place and managed in stages. 

Temporary bridge access:  
A temporary one-lane bridge will be installed via a northern sidetrack to maintain access for all road users during construction.

Adjoining landowners were given the opportunity to make submissions to the City of Coffs Harbour about the proposal. Submissions closed on 23 April 2023.

Some impacts are expected during construction, including changes to access or traffic conditions. The City will work closely with affected property owners and Bishop Druitt College to minimise disruptions wherever possible.
