Installations on flood liable land

You need our prior approval to install a relocatable home, rigid annexe or associated structure (including a carport, garage, shed, pergola or verandah) on flood liable land in a caravan park or camping ground.

You can check if the proposed site is located on flood liable land using our online mapping tool. Select the ‘Flood Planning Level’ layer under the ‘Planning & Environment’ module.

Step 1.Check compliance

Ensure the installation complies with the Local Government (Manufactured Home Estates, Caravan Parks, Camping Grounds and Moveable Dwellings) Regulation 2021:

  • Part 3 Division 4 for installation of relocatable homes and associated structures
  • Part 3 Division 5 for installation of rigid annexes

Step 2.Gather documents

The application will need an electronic copy of the following documents:

Owners consent

All installations require permission from the land owner and holder of the approval to operate.

Site drawing

Provide a fully dimensioned diagram of the dwelling site indicating the setback, open space, site delineation and separation distances to demonstrate the requirements of the regulation have been met.

Building plan

Provide a building plan of the proposed installation prepared by a suitably qualified engineer. It must include details of footings and tie downs if applicable, and the finished floor level (AHD) for habitable buildings. 

Engineer certificate

Provide an engineer's certificate for the proposed structure confirming that the design is structurally sound and complies with relevant standards and codes (refer to Section 142 of The Regulation).

Step 3.Apply

This form requires online payment of fees once submitted.

Step 4.Approval

We will review the submission and if approved provide written confirmation to the applicant.

Step 5.Installation

Once written approval is received from us, the applicant can commence construction works.  

Step 6.Submit notice of completion of installation

You must notify us within 7 days of completing the installation by using the online form.
