Manufactured Home Estates, Caravan Parks, Camping Grounds and Moveable Dwellings


To operate a manufactured home estate, caravan park and/or camping ground in Coffs Harbour LGA, an application must be submitted to Council seeking approval under Section 68 of the Local Government Act 1993 prior to operation.

​Application to Operate a Manufactured Home Estate, Caravan Park or Camping Ground

We carry out routine inspections of manufactured home estates, caravan parks and camping grounds to ensure operators comply with the relevant requirements of the Local Government (Manufactured Home Estates, Caravan Parks, Camping Grounds and Moveable Dwellings) Regulation 2005.

These requirements include proper operation of water supply and sewerage, shower and toilet facilities and fire precautions.

Notice of Completion of Installation of a Relocatable Home or Associated Structure

The holder of an approval to operate a manufactured home estate, caravan park and/or camping ground must give us written notice of the installation of a relocatable home or associated structure or rigid annexe within 7 days of the completion of the installation.

The installation of a relocatable home/s, annexe/s or associated structure/s (i.e. any structure other than caravans, campervans or tents) that are to be installed on flood liable land require our prior approval.

The installation of a relocatable home/s of more than one storey requires our prior approval whether it is located on flood liable land or not.
