A place making framework
City of Coffs Harbour has adopted a place making framework to be implemented around our Local Government Area (LGA). This framework aims to enhance liveability, create opportunities for economic prosperity and embrace design excellence. Our vision is to create places that promote people's health, happiness and economic wellbeing.
A 'place hierarchy' has been developed to ensure that plans are developed at various scales and in various locations around our LGA. This hierarchy breaks the LGA down into precincts, places and hubs, and allows for the development of place plans, which consist of non-statutory masterplans and place manuals; and statutory plans of management for these various locations.
"It takes a place to create a community and a community to create a place" (Project for Public Spaces, 2018). We will use industry recognised principles and placemaking criteria to develop our place manuals; and will develop our statutory plans of management in accordance with legislative requirements.
Plans of Management - our responsibilities
City of Coffs Harbour is the appointed land manager for over 50 Crown reserves across the Coffs Harbour LGA. We have a statutory responsibility to prepare and adopt a Plan of Management for all the Crown reserves it manages and which are classified as 'Community Land'
Crown reserves are owned by the NSW State Government (the Crown) but are managed by City of Coffs Harbour, which has been entrusted to manage the reserves so as to ensure that public use and access is maintained. The land can be used for a wide range of purposes such as open space, public recreation, formal sporting purposes, emergency services, conservation, community services, cultural uses and commercial ventures etc.
Under the Crown Land Management Act 2016 and the Local Government Act 1993, we have a statutory responsibility to prepare and adopt a Plan of Management for all the Crown reserves it manages and which are classified as ‘Community Land’. Plans of Management may cover one or more individual reserves.
They are the key legal instrument that allows us to manage the land and in a manner that seeks to maximise benefits to the public. A Plan of Management authorises what the reserve can and cannot be used for, now and into the future. It also allows us to grant leases or licenses for the use or occupation over part or all of a reserve as well as outlining what types of development may occur on the land.
A Plan of Management does not however, replace a Masterplan, Strategic Plan or Operational Plan and it is not used for matters such as resource allocation.
All Plans of Management are approved by the Department of Planning, Industry and Environment (DPIE) prior to being placed on public exhibition and before being formally adopted by Council. This ensures that the Crown, as the land owner, is satisfied with Council’s overall approach to the use, management and development of the reserve.
A Plan of Management applies until such time as it is revoked by the Minister or a new Plan of Management is adopted by Council.

The Ayrshire Park Boambee Masterplan was developed to guide and coordinate future improvements to the park with the aim of enhancing utilisation and optimise its overall recreational, environment and visual attributes.
The Brelsford Park Masterplan is an endorsed project within the Coffs Harbour City Centre Masterplan 2031 (page 53).
This Precinct Analysis investigates the effectiveness of the overall design of Brelsford Park and its relation to other Council strategies.
The City Centre Masterplan maps the future for our City Centre. The Plan contains strategies and projects that support priorities previously identified through community consultation. These include a focus on revitalising the City Centre to stimulate economic activity.

This Plan of Management guides the management, use and development of Coastal Crown Reserves for which Coffs Harbour City Council is appointed Corporate Manager of the Reserve Trust. It also covers Council owned reserves (Community lands) on the coastal strip.
The plan focuses on the public streetscape creating spaces and places for people, and reinstating the connection from Harbour Drive to the harbour itself.
It provides a vision and direction for the future development of the Jetty Strip area along Harbour Drive and incorporates pedestrian movements and suggestions for cycle connectivity through the site.
Council at its Ordinary meeting of 26 November 2020 resolved to endorse the Coffs Jetty Strip Structure Plan.
This Plan of Management provides a framework for the management of the land known as the ‘Community Village’ reserve and ‘Cavanbah Centre’ reserve.
It was adopted by Council on 13 May 2021 and is compliant with the requirements of the Crown Land Management Act 2016 and the Local Government Act 1993.
This Plan of Management applies to the Crown land within the Jetty Foreshores Precinct east of the Main Northern Railway from Boambee Beach to Coffs Creek.
Council adopted the Jetty4Shores Concept Plan, implementation plan and preliminary budget estimates at its Ordinary Meeting on 24 October 2013.
These plans were developed by a project team consisting of Coffs Harbour City Council, representatives from Crown Lands and a Community Reference Group. An extensive three-month exhibition was held from May to August 2013. A total of 1348 submissions were received in response to the exhibition.
Stage 1, the Jetty Walkway, was officially opened on 25 October 2015. The Walkway is a five-metre wide decorative concrete shared pathway/cycleway, which tells the story of our Aboriginal and European heritage, the Jetty structure and the industrial use of the Foreshores. Construction of 60-space car park was finished in early November 2016.
Stages 2-4 of the Jetty4Shores Project were officially opened on 30 October 2017.
These works comprised:
- an open plaza area with wide shallow steps onto the northern end of Jetty Beach
- a market and events space, and
a boardwalk around the dunes and vegetation, linking the plaza to the historic Jetty and market space.
- Tenders for Stages 2-4 were invited early in January 2017 and the successful tenderer, A J Pipelines and Construction Pty Ltd, was announced at the beginning of April 2017.

The Library Gallery Precinct Analysis was prepared by Council as part of detailed research and concept planning for the colocation of a new library/gallery and other complementary facilities within the Coffs Harbour City Centre.
This precinct analysis was endorsed by Council at its Ordinary Meeting of 11 May 2017.
It provides a future vision for the proposed Library/Gallery site on Gordon Street and surrounding areas to facilitate a central cultural hub precinct comprising civic cultural facilities for the region.
In 2018 City of Coffs Harbour worked with NSW Department of Planning and Environment to prepare a precinct and urban design analysis for the Park Beach locality.
This project provided recommended planning principles for inclusion in any masterplan to be developed for the Park Beach locality.
