6 Apr 2006 - Solution Offered to Pump-outs Issue
Coramba and Nana Glen residents with septic tanks are to be offered an option of paying a single annual fee if they agree to keep their pump-out equipment in good working order.
The move follows residents' concerns over pump-out costs. A total of 44 homes faced a possible long-term rise in pump-out costs after new rates were set by Council's waste management contractor Handybin.
There are currently 288 domestic premises north and west of Coffs Harbour with effluent pump-out systems, but that figure is expected to drop to just over 40 once the Arrawarra/Mullaway scheme is completed later this year.
Handybin set the domestic pump-out charge at $20.68/kilolitre late last year, but after community concerns, Council agreed to subsidise that cost for affected residents who are currently paying $13.50/kilolitre.
After further representations from residents and after considering a variety of solutions, Council resolved to give landholders in Coramba and Nana Glen a further option of paying a single annual charge - equivalent to the yearly sewer rate - subject to their pump-out tank and system being checked by a licensed plumber.
They would also be expected to ensure that fixtures, except whitegoods, discharging to the pump-out system are water efficient and all pump-out facilities are kept in good working order.
Council also agreed that no new pump-outs could be permitted in its local government area.
"This solution would appear to be an equitable answer to the issue of rising pump-out costs," said Councillor Gavin Smithers, Chair of Council's City Services Committee.
"It will also ensure that the damage being done to the environment by faulty systems will be minimised in the future," he said.
Council staff will be holding a workshop at Coramba Hall to explain the option to residents.
